I have a bev air bm23 thats been in storage for over a year that I got from a neighbor plug it in and both fans run cleaned out all the dust before starting but unit does not get cold. he said it worked last time he used it. any help would be appreciated.

I presume the compressor runs. If so I would venture to say the unit has a refrigerant leak & needs to be leak checked by a company that specializes in those type of units. A simple A/C company will not do. There are other possibilities as well but a leak is the most likely culprit.
