BM23 not getting cold enough

Just bought this used and I knew it had some issues...does not get past 60 degrees, so thought first thing lets replace the thermostat as they are fairly inexpensive. However that did not fix the problem. It seems someone had a line installed to the compressor to add Freon, so that will probably be my next step, to add freon. The fan inside stays on and no ice build up, in that area. The compressor does not turn off at all so maybe a leak somewhere or what does anyone think?

Any help would be appreciated...

If it's not getting down to 38 degrees, get a refrigeration mechanic to check it out. The good news is it's a commercial model and can be repaired. Best of luck!
