1997 True TDD-1: rebuild or replace?

Hello. My TDD-1 was damaged in the Lake LBJ flood of 2018. AC repairman took a look at it while he was working on my AC and said I probably need to replace all of the components (compressor, etc.). Should I rebuild or purchase a new one (such as a Edgestar KC200)? My concern is the True is commercial and the insulation properties are better than a the residential models. I do not want to throw good money after bad so I think my budget will be the cost of a new residential (open to suggestions here; the unit will sit in a boat dock bar over the lake). Covered and protected from sunlight and the elements but not in an air conditioned space.$500 or so?
