No fan is really needed, cold air is already being circulated, fan is needed for cold plate units. Try and turn the hose so that the air blows directly into tube (as I see it the opening is sideways), check flow at top of tower (remove tower cap, feel right above faucet/shank), the hose should hang directly under faucet and blow up. All you need is a little airflow, if you feel a little then it should work.
