ATTN beer line cleaners in NY

hello im thinking about getting into the line cleaning business.
im from ny and would like to know the laws.
i have heard that there are laws on the books that they have to be cleaned 2 weeks. but not inforced. true?
also heard the dist is not allowed to clean the lines true??
is there a license you need to do this legally? insurance?
please provide me with as much info as you can.
im thinking about doing the micro matic course to help me get started. im sure its a good idea to start there right?
how much do you charge? $25 min w/$6 per line?
is it worth getting into as a part time thing and possibly grow it bigger in future?

I have a business in NY. wHAT AREA ARE YOU GOING TO SET UP IN. Unless you buy someones business it is atleast 4 0r 5 years before you can make a living at this business.

It is an unwritten rule that you never steal another persons accounts so you have to go after accounts that do not presently clean their lines or go after new places that open.
