Help with balancing draft system

Im having trouble figuring out how much 3/16 restriction line I need for a 70' trunk, at a height of 10-15 feet above the keg to keep my system balanced... This system is about 1600ft above sea level... Ive heard anywhere from 8ft to 20ft. I cant figure the calculations out can anyone help me?
