Pumps won't stop pumping!

Got a call from Carbonics. An account of theirs is having pump problems. I have not been out there but seems that when kegs empty the pumps won't stop pumping and the CO2 in the bulk tank is turning to dry ice. According to the tech there are FOBS. Any suggestions?

What type of F.O.B. and are they clean and in the run setting or the cleaning setting.
