yes it is possible you have a bad regulator, or just a bad gauge. also, when was the last time your lines were changed. older systems can have a lot of build up(which can cause foaming) even with regular cleaning. lines should be changed every 5 years. and how often is your system cleaned? what is the liquid temperature? there are many factors to foam problems. all the info we can get will better isolate the problem. but yeah, it does sound like a pressure problem initially. one thing you can try is to use a stopwatch to see how long it takes to pour off a few pints or even a gallon if you are thirsty enough. if i remember correctly it should take about a minute to pour a gallon. if you are getting more than that, you definitely have too much pressure. what kind of regulator is it? there are rebuild kits available for most regulators and they are much cheaper than getting a whole new unit. what kind of beer are you dispensing? what kind of system is it?
