C02 does not go bad. I would reccommed filtering it if you plan on using it for consumption. The liquid shouldnt damage the tank. Where was the tank while in stoage? I ask because c02 is one of the only gases that can be both a liquid, gas or both at the same time depending on the temperature. My knowledge from working within the paintball industry and with paintball tanks, leads to me to guess you have more liquid in you tank rather than c02. If you pick it up it probably has some weight to it, ( because it was filled ) but that weight could be decieving. It could be more liquid weight than gas. If you kept it somewhere cool like a garage, you might hit it lucky and have more gas, if it was a shed or god for bid an attic, id just re-fill it.
If you ever used a paintball gun during mid summer ud notice your tanks of c02 might go empty, even though it still has some weight to it but doesnt fire any more balls,......thast due to liquid and not the gas that propels the balls.
I would guess even if there is a lot of co2 liquid you should still a a keg or 2 out of it, but 3or4 might be pressing your luck.
