Default 1st beer fine, rest of them foam???

I have bud light, 14psi, chest freezer with tower. I have a tower cooler, and the first beer in a "beer clean" mug pours fine. But all beers after that are foamy, even with fresh mugs.

2nd beer and beyond are 38 degrees, the 1st slightly warmer (tower cooler isn't that efficient).

This one has me stumped since the 38 degree beers are foamy, while the 39/40 degree beer is fine.

What could be the problem?
