Default Cleaning the beer line

I've got a kegerator unit at home and need to use the Keg Cleaning kit (pump) I bought from Micro Matic. The instructions that came with the unit are a little ambiguous for me a novice. It says "with the barrel on tap, the coupler should be blown out quickly opening and closing the regulator outlet valve.". Should the keg really be tapped when I do this or does "barrel on tap" mean something else? I assume I untap the keg (I just tapped a new one and noticed some yeast build-up in the line), disconnect the beer line and attach it to the pump and pump some of the cleaner through the line. I then take the tap apart and clean all of that with the solution. At the end I pump clean water through the beer line. Is that correct? Do I need to let the cleaner sit in the line for a while.

Preferably you should allow a 10 minute soak time. Is the kit the hand pump type? If so, check out these instructions.
