Default I need some major help

When I bought my house, it included a homemade kegerator. I have had it for 2 years and finally decided to try it out. It is a converted freezer, and I have modified it with a Watlow process controller, and have it running at 35 degrees, trying to drink bud lite.
Beer is very foamy and will shoot out very fat at 10 psi, so what I have been able to do is to release all the CO2, and then with the tap handle open, slowly bring the pressure up until the beer pours at a good rate, without foaming up. After time though the pressure needs to be brought up a bit more, and this is only at arond 1-2 psi. I think maybe my regulator or gauge is bad? 1-2 psi dont seem like much, so I was going to swap the gauge out. There is 5 foot of hose, dont know if it is 1/4 or 3/16.

now my keg spout is a b****r, it is not a micromatic, but all the gas lines and regulator are micromatic, the keg spout does not have a check valve, I dont know if the ****** ones are supposed to have a check ball/valve.
I started inspecting the fittings and things, and I found that one of the neoprene washers on the beer line fitting was in bad shape, and that the tap head was very dirty, I cleaned everything out with sodium hydroxide, and rinsed thoroughly,
I still have too much pressure, and I have also cooled the tower with a blower.
I am sick of my wife complaining about foamy beer, and she has bartended for 20 years and never had to mess with the pressure so much!

There's a whole thread somewhere on here about "balancing" a system. Meaning that for your pressure, temp, vertical rise and in some cases geographical elevation you have the correct settings. If your temp. is correct, then the bud light should be fine at 12-14 PSI (anyone who knows the exact correct psi please add) and the factor that will dial in the speed is the line diameter/length. I've noticed a lot of guys that say they've been successful starting with 10 feet of 3/16" line and trimming back as necessary to achieve the right speed. All this is dependent of course on all the equipment being clean and in good working order. Good Luck!! This forum is the best source for draft beer info that I know of, you should be fine.
