Default Foamy Beer, but only when above 10 PSI

Hi There. This is another rookie trying to get his beer not so foamy. This is keg number two, the first turned out to be a trial and error. I have a dual-gauge regulator. The proper pressure, according to most web sites, is between 12-14 psi. My problem is that whenever I turned the pressure above 10psi, I get nothing but foam. 5-8 PSI is ideal for pouring, but I read all over the place that the CO2 will eventually dissolve, resulting in flat beer. Right now, when it goes out, it sounds a little like pop sizzling. Another attempt to turn the Co2 resulted in the same problem. The lines have been thoroughly cleaned and all the parts have been purchased recently. Everything is in great shape, except my foamy beer [V]. I'd appreciate any advice. Thanks again!
