Default Foaming (another newbie) tried everything

Recently I bought a Danby kegerator from Sams and threw in a 1/4 of Labatt Blue. I'm having difficulty getting the temperature much below 40, but I don't think this is my problem. I have 5 foot of 3/16 line and the faucet is 24 inches from the top of the keg.

Now, I've tried every pressure setting anyone's ever suggested anywhere from 5psi to 22psi (for a short time) with no progress. The problem is that what comes out is 100% foam. The line has no bubbles in it nor any foam. It seems to be foaming at the faucet. The unit is brand new, so I know it's not a problem with yeast build-up. It just seems to be coming out of the faucet too fast. My elevation is ~880 feet and the beer is between pretty close to 40 degrees.

Tonight I decided to close off the CO2 and bleed off all the preasure and start from scratch. Can anyone suggest what to do?

Your reference to temperature "Is that the temperature of the beer from the keg or the temperature of the kegerator?"

For a home system 14 psig @ 38 F is the recommended pressure setting.

Additionally, a blockage at the faucet may be agitating the beer. Disassemble all components and evaluate closely for burrs.
