Default foamy beer

hi,

i recently purchased a dual draft tower from micromatic. i had a problem with foam on my first keg and thought maybe a blower would help. i've installed the blower and am still having trouble. i know have a sierra nevada pale ale keg in with 5 feet 3/16th beer line. i get a full glass of foam that eventually settles out to about half a glass of beer with a couple of inches of foam that stays. i have the temperature at around 38 degrees and the pressure at around 12. i thought that maybe the pressure was too low and the co2 was coming out of the beer, so i raised to 14 psi. then i got a full glass of foam. any ideas what could now be wrong. anyone also know how much head a normal pour of sierra nevada gives? thanks.

I've got my pressure set at 11 psi with Sierra Nevada PA. I get a little foam the first glass, but after that it pours really nice. I'm at sea level. I'm not sure how that effects the gas, but it does.
