Default Foam - Almost empty keg?

When I have about 10% of my pony keg left I get Co2 bubbles break out in my beer lines. Regardless of the temp & pressure they continue. As a result a get a cup of foam. Is this common? Last time I had this problem it went away when I got a full keg agian

Need specifics on system set up such as temperature, elevation, type of beer, etc. Sounds like your pressure is to high and there is an over-carbonation issue.
