Fan problems on older beer meister

I just bought an older beer meister kegerator off of craigslist. The owner said that the fan blows the circuit breaker. There two plugs one for the comperssor and the fan. If I unplug the fan the compressor will turn on. But its also a little loud sounds like a pinging noise. I was wondering if I can put another fan in but I dont know if its supposed to be on all the time or if it just cycles on and off at certian times. If you can help please let me know very new to kegerators. Thank you.
