Default Nothing But Head. Please Help

I finally built a kegorator out of an old fridge. I have the handle mounted on the side. I have a keg of PBR. The line from the keg to the handle is abot 3 ft long. Also, I'm nopt 100% sure about how clean the por spout is. All lines are clean. Here's the thing: when the pour speed is optimal, the regulator is set at something like 7 psi. But no matter where we set the regulator, nothing but foam, fast or slow. Please help me guys. Thanks

If your lines are clean, I dont think the tap would really be an issue, u might try cleaning it tho. did u just bring the keg home from the store? if so, u should put it in the unit to cool down and let the beer settle down from the drive home, do not hook up the tapper. let it go for a couple hours then give it a try. I run my kegs @ approx. 10-12 psi. have had the same co2 bottle since april and this bout my 7th keg. still reading above 500psi
