A tank has to be hydrostatically tested every so many years to be certified for filling. His was probably due. He could have paid someone to re-test it, or found somewhere that exchanges tanks rather than fills tanks. The weld supply shop here exchanges tanks, but I go to the paintball store where they fill the tank. So when my tank is near expiration, I'll just take it to the weld place and get an exchange.
