Default Foam at start of keg

Maybe someone can tell me right away what is my malfunction. I am in N.Y. I have a Tap Rite 740 reg, 3.5' of 1/4 I.D. gas line, tank outside the cooler. 1.5' of 3/8 I.D. beer line, shank is about 8" above the coupler. It has a (******) sankey style coupler. The cooler is 38, and the beer in the glass is 38-39. My problem is I am unable to slow the beer down at the tap without burping the relief valve. I have the reg at 2lbs, it almost knocks the cup out of your hand. This is the third set of regs all have done the same thing. Everything is new and cleaned with BLC and rinsed well. There is always a build up of foam in the bend in the line, if I turn up the reg it gets alot worse. By the time I get to the mid way point of the keg it pours fine, 1/4" of head at most. Any info would be great.

My guess is that your beer line is way too short and also diameter is too large so you aren't getting enough resistance to flow. Typically recommended is 3/16 inch ID beer line and at least 5ft of length. I didn't realize this mattered when I first set mine up, and I only used 2.5 feet and it was pouring way too fast. I doubled it to 5ft and was amazed at the difference. I am at >8ft now and it pours at a nice rate. Start long and shorten until you get it where you want it.
