Default First Pour is Always Foamy

I bought a new Sanyo 1206 kegerator a month ago, and got a keg of a local microbrew. The pressure on the keg is 12 psi, and the temperature is 33, and every time I pour the first glass, it's about 2/3 foam (all pours immediately after that are great). If I wait more than about 15 minutes before the next pour, I get a cup o' foam again.

After reading other posts on this forum, I suspect that the tower may be too warm. It seems puzzling to me, though, that a brand new commercial kegerator has this problem. Wouldn't you think that Sanyo would be aware of this and fix the problem?

Would people here agree that the problem is the tower? Is there something that I can do to fix it that's less involved than hard-wiring in a fan? Perhaps I could tweak the pressure/temperature to minimize foam?

I don't think the Sanyo is really a commercial unit. Just one of the better low end ones. The people who have little or no problems with their kegerators are the True and Bev-Air buyers.
