Bad Faucet? No flow when fully opened

Bad Faucet? No flow when fully opened

When fully opened, the flow of beer stops. When partially opened, beer flows but is mostly foam.

Kegerator: Heier
CO2 PSI: 12
Temp: 38F
Beer: Sam Adams Lager

Is my faucet bad and in need of replacement, or might this be a sign of something else wrong in the system? This is a new kegerator, but the tower/faucet hardware appears to not be of the highest quality.

Apologies in advance if I have missed an answer to this question elsewhere in the forums.
