Default tap speed problems...wayyy too fast

i recently built myself an all new kegerator and have been having a problem with the speed the beer comes out of the faucet. my temp is ~38 and pressure is 10psi on a domestic 1/4 barrel. i have tried experimenting with the pressure/temp etc but it seems that no matter what i change the beer still shoots out way too fast and leaves me with a glass of foam. i was thinking of maybe getting a longer beer hose line but i thought i would check with you guys and see if there are any other ideas.
