All Foam with Keg Pump

I recently acquired a used keg party pump (i know, not a kegerator), cleaned it up, and when I tried it for the first time it produces only foam, 100%. And this does not go away after a few beers, it is for the entire keg. What part of the pump could be causing this? It is a standard sanky pump, maybe 8", with a 2' picnic faucet. Can anyone help???
