Unhappy Foam is driving me crazy.

Ok I promise i have read the other foam questions and since i have tried the answers to thoes threads i thought i'd ask for help. I bought a fairly new used woods converted kegerator that had a damaged door. I took apart the door and bent the very thin metal door into perfect shape. I cleaned the inside and until the beer line cleaner i ordered arrives i cleaned the beer line with dish soap and rinsed it many many times. I think this might have been the first cleaning but the line was very very clear with no residue inside the line. I estimate it has about 4 feet of 3/16 line and i have the pressure set at about 11 pounds. The water in the glass trick puts the water temp at 33 degrees. The beer pours very fast and mostly foam. I have adjusted the pressure to very low and i get a clean pour but the beer will soon ruin so i put the pressure back to 11psi. I'm assuming that the problem is that i need another foot of line. the tower is black pvc and there is no insullation inside the tower. I'm using a 1/4 keg of Miller light and I am at about 2100 feet elevation in Las Vegas Nevada. Thanks

Also, i lowered the pressure to 7-8 psi and it poured ok until i let it sit for about ten minutes then the first beer i poured sucked and the second was perfect. What the hell is going on. It does seem like it has bubbles in the line. and there is a build of of said bubbles.
