Default Spurt of foam

I am having trouble getting my kegerator set up correctly. First of all, it is a door mount, not a tower system, I have 5 ft of 3/16 beer line, liquid temp inside the fridge is about 36F. I used a thermometer in water to get that temp. My problem is that on almost every pour I get a spurt of foam out first, which makes it hard to pour a good glass. I have tried pressures from lower ones like 8 psi, to about 17 psi, and I keep having foam issues. Sometimes I wonder if it is coming out too fast. The best I have been able to get is about 2 inches of foam in a relatively small glass. (like 16-20 oz glass). My glasses are clean, and room temp. I thought that maybe a longer line would slow down the beer flow a bit.

Another note is that the fridge's temperature controller was messed up, and i had discovered after the keg had been in there for a day or two, it was getting too cold, so I added a temp controller, and it is now fixed.

I finished the keg anyhow, and was going to get another in time for the superbowl, a keg of upland wheat, does anyone have some suggestions to help me out?
