Default pressure regulator ??

I have a pro-line double guage regulator-642pl. My question is, how do I set the pressure without the release pressure release valve activating, or the weep hole leaking?

First, at what pressure does the weep hole begin to leak? Second, what pressure does the pressure relief valve release? Third, how old is the regulator?
