Default beer tap leaking

I have a single standard tap and elbow shank on a tower. I cleaned it a while ago and set it up again. It slowly leaks down the 1/4 inch elbow coming out of the tap. This piece is held in by a threaded nut that seats in the back of the shank. Should there be a washer in there? What prevents leaking?

There should be a thick rubber gasket in there, if it's gone you can order one but I would replace it with a new shank with a solid elbow.
