Default Adjusting pressure in kegerator

I have a question on adjusting psi. Originally in order to adjust my pressure I would just turn the screw in my regulator clockwise or counter clockwise. I've been told by a local store that I'm required to shut off the co2, bleed the co2 by pulling the pin on coupler. Adjust on regulator and then open valve again. Are all these steps required?

If the tank valve is off, you cant tell what your delivery psi will be when you adjust the regulator

First step would be to check for leaks and repair if present. Then turn the adjustment screw all the way out counterclockwise. The low pressure gauge pointer should drop to zero. Then slowly turn the adjustment screw clockwise until you acquire the pressure desired. If you adjust too high, back the screw up all the way and start over. The regulator will vent the low pressure port when you turn the screw counter clockwise completely. If you do not have any laeks, you should be able to adjust with all of your pressure valves open.

Quick question (more than one):
I have recently acquired a regulator for my kegerator
1. How should the little red thing be when hooked to the CO2 originally, as in before I turn the CO2 on? UP/Down or Side/Side
(I'm sorry that I don't have a clue what it is called and my wife threw out the directions with the box)
2. One of the gauges is already broken(the one to the left) and the pressure is non existent. Do I need to get another regulator? I just filled the CO2 canister?
3. There were no leaks before but now it seems that I might have lost the CO'2. Any specific reason?
