Too many options!!! Pumps, FOBS, Regs...

We are adding a new section to our existing pub. This means we'll split all 16 beer lines to 2 taps (2 trunk lines of ten per bar).
2 stouts, maybe a hoegarden or something like that. The rest lagers and ales.
We've had three quotes and all of them involve different materials.

Bar 1 has a straight verticle run of about 6' once exitting the top of the cooler (approx. 14' from bottom of keg)

Bar 2 is across the hall from the cooler but lines must go up through the top of the cooler, over the hallway, then back down the wall to the taps. Approx total line run of 35' from bottom of keg to tap (10' up, 8' across, 10' down, 6-10' to taps)tap height is maybe 3' higher than middle of keg

From what I gather the system should look like this.

1.Keg
2.Sankey
3.Line to secondary gas regulator with shutoff (which is inline from primary reg on tank?)
4.Regulator to FOB (or reverse 3 & 4?)
5.Line from FOB to "beer Y"
6.Beer Y's with shutoff to meet up with glycol lines (inside the cooler first?) then run to taps.

Issues:
One quote says to use 32 pumps, fobs optional
one quote says no pumps, fobs mandatory
each quote has a different glycol deck 1/3,1/2, and 3/4 horse
Overall there will be approx. 100 lineal feet of 10 product trunk line. Is a 1/2 deck with 2 pumps adequate?

Wish I knew my way around the systems better but I'm trying to pick it up as I go. Thinking of flying to Cali this August for the course.
