Default buildint a kegerator, standard vs premium kit?

I have a couple of questions as I am about to purchase a used sanyo 4912 for 100 bucks (hopefully less) in a few hours.
1. I am going to go with the dual tap version but I see the standard and premium version. It looks like the premium version is a pretty good deal but I was wondering what your experiences may be.
2. I see they offer additional couplers, if the kit comes with 2, why would someone want another?
3. Is it easy to find someone to re-fill the CO2? Is it better to purchase the tank from the place you refill it?

Thank you for the information thus far (I have been reading the forums for awhile but just finally registered)

sorry for spelling 'building' wrong

Someone might want another coupler because some beers require different types of couplers.

Yes, it's usually easy to find someone to re-fill co2. Look up gas supplier or welding supplies in your yellow pages. Or, what I do is go to a paintball shop. Most of them refill co2 as well.

Sometimes when I reflect back on all the beer I drink I feel ashamed.
Then I look into the glass and think about the workers in the brewery
and all of their hopes and dreams. If I didn't drink this beer, they might
be out of work and their dreams would be shattered. Then I say to myself,
"It is better that I drink this beer and let their dreams come true than
be selfish and worry about my liver."
