Default CO2 pressure reading

I have a 5lb CO2 tank that i had filled and tank pressure reads under 600 psi when in the frig. At room temp it reads 1000 psi.
So i dont know when to get it refilled the gauge says to refill now but i have not even used it yet. Is this right.
