Default Foam issues...advice greatly appreciated

I finally received my low profile keg coupler that completes my kegerator. In college I had a home built job that really didn't work quite that well. I constantly had foam and couldn't get rid of it. Now I am experiencing the same problem. It should be said that I replaced all the beer lines, put on a new coupler, cleaned my shank and faucet like crazy, bought a new regulator which has been set to 12 pounds. I have also put a glass of water in the fridge with a thermometer to monitor the liquid temp inside. I should also say that the unit is in my detached uninsulated garage. temps in there can get up to 85 or 90 degrees throughout the day. the liquid temp ranges from 38 to 40 through the day. Are these two degrees that important? I am geting out 60% beer and 40% foam. I've invested a lot of time on this thing so far and I really want to get it up and going! Thanks in advance for you posts

How long is the 3/16 tubing inside of the unit? It should be about 5 feet long. Also does the kegerator have a blower that blows the cold air into the tower? If not everything above the cooler will be warm and you will have to pour off some of the beer to get rid of the foam and get to the cold beer inside of the cooler.

I don't have a tower at all instead I used the door mount option. also I ordered the standard 5 feet of beer line. Should I have cleaned the new beer line, faucet and keg coupler before I ran beer through them?

Is the line 3/16" ID? How fast does it seem to come out? Faster = more foam. For my kegerator, at 11.5 psi, 40 deg beer makes more foam than 38 deg beer, 36 deg beer makes less foam than 38 deg. Warmer beer need more co2 press but the line need to be longer to slow down the flow. It's a balancing act.
