Should the Co2 be so low?

So I just had the CO2 tank exchanged from a reputable air supply company, where I have been going to for years. I believe the last tank went 2 years, 8 kegs or so...

Anyway, I noticed after things had settled, that my gauge is showing that the tank is less than full. Is this normal? I cant remember if the last time the new tank also showed a similar level.

Is it in the cooler? If so it will read lower than what it did before you put it in there.

Its in the cooler, yes. When I first hooked it up, it was in the green, but only slightly. I guess now its lower. I suppose my question is that if it was barely green when I hooked it up, is it possible that it still had 5lbs in it?
