True tdd 1

I just purchased a used true tdd 1 and it keeps running even on lowest setting, is there a fix for the temp control, or does it have to be replaced?

Could be low on refrigerant - does it get cold inside? Put a 5 gallon bucket of water inside and see if it can cool it.

What kind of temps is it getting to? 50's, 40's? Do you see frost building up on the coil if you pull fan guard and look in there with a flashlight? If no frost, try jumping out the thermostat, this will make the unit run on full crank. This will tell you if tstat is the problem or if you need to bring an Hvac tech to test.If its out of refrigerant, it had to go somewhere..Usually a leak in the coil (which is Almost never fixable) That means installing a new coil.

Are you hearing the compressor or the tower fan?
