when it's hot, the gas expands resulting in higher pressure. When it's cold, gas contracts, resulting in lower pressure. Your regulator is working correctly. Don't know what your setup looks like, but you'd get a consistent reading if you kept the co2 inside the kegerator/fridge so that it's temperature remained constant.

Blow up a balloon. The pressure inside is what causes the balloon to expand. Now stick it in the freezer. It shrinks because the air inside has contracted, resulting in less pressure against the walls of the balloon. Pull it out of the freezer, and when the air inside warms up, the balloon expands again.
