For a long time set up a glycol or air cooled system would suffice with the short distance you are dispensing.. No need for any plate if you can maintain temperature for the keg to the faucet. Air cooled would be less expensive as long as your refrigerator can handle additional demand. Use the correct CO2 pressure and you should be able to dispense for the shelf life of the keg.
