1. Regulator installed on cylinder, tightened securely to prevent leaks.
2. Valve on CO2 cylinder open completely.
3. Red shutoff in 6 o'clock position.
4. Adjust pressure using the center adjustment screw. Turning clockwise you should see the needle go up. When beer is drawn the needle will go down, and then return to the set position when the faucet is closed.

Reading only 600 on the high pressure gauge makes me think that there is a leak. When filled it should be reading 800-1000 PSI. Did you ever see the low pressure gauge read when you set it for 10-12 PSI?
