Usually there is a gasket that goes between the regulator and the tank. Look at the part on the regulator that meets the tank, if there is a rubber ring built into it then you do not need a gasket. If not you will need to put one in there to prevent gas from leaking. You should be able to pick these up wherever you get your tank filled.

To answer you second question, you shouldn't have any foam in the line. Even at first pour. If you do it indicates a possible cooling problem although it could be other things.
