Your elevation is only 900 feet or so ASL. I would let that enter into the equation too much - maybe run 1 PSI extra at most.
In my opinion, 12 PSI for those beers at 37-38 degrees is too low. I have Miller Lite in my system most of the time and find that it pours nicely at 12-13 PSI but doesn't have near the carbonation it has at the local bars or even out of the bottle. Instead, I use 15-16 PSI (with 8 foot beer line) and find it tastes better and it still pours just fine with just the right amount of carbonation. Once you've got the beer temp stabilized, I would try 13-14 PSI and see how that works for you.
