Default Importance of shank inner diameter

I was told that 1/4" ID shanks are always better than 3/16" shanks (ie, less foaming). Is this true, or does it only matter for highly carbonated beers like coors? Do any beers prefer 3/16"?

I found a tool on the MircoMatic site that I think is used to widen 3/16" shank holes up to 1/4".

Do I need a hard-core drill and vise to get the job done or is it pretty easy? (My shanks are about 4" long). Would I also need the drill guide?
