FOB stands for froth on beer or foam on beer. These devices are used to eliminate waste associated with long draw remote systems. Each time a keg empties the device prevents the beer from from vacating the line between the FOB (located near the keg) and the faucet. They can pay for themselves within months based on the volume dispensed.
