If you don't have the tower cooled, I would probably just do that, as it will kill two birds with one stone. You run the blower/fan from the bottom to push the coolest air into the highest point in the kegerator and the return air from the tower should be all the circulation you need.

Would a small computer fan do the trick? Then I could just make a little plastic device to hold it off the bottom by a few inches .. and blow air up.
