Default Nothing but foam?

I am having a serious foam issue. I have the Danby with the resistor mod.

My beer temp out of the faucet is ~38 deg. I now have psi set to ~18 psi for miller light, previously was ~12psi. (I have standard 5' beer line.)

I know this seems high, but I was getting lots of bubbles in the beer line, meaning its degassing correct, not getting enough pressure?

Whenever I pour, I get nothing but foam, probably due to the bubbles in the line, right? This is occurring though even with the new higher psi setting, although I do have less bubbles in the line.

I am not sure what to do here. Any suggestions?

Have I now over pressurized the keg? If so what would I do about that?
