No. You need to determine what the beer temperature is and then set the pressure accordingly. Be aware that when you dispense foam, it is normally perceived as a fast flow. Your goal is to eliminate the foam and end up with a clear flow.

The only way this can be accomplished is to pour a couple of beers into the same glass to acclimating, and then read the temperature of this beer with a calibrated themometer. If you do have 36 F beer @ seal level (1' to 1000'), Labatts Blue should perform well at 12 PSIG and the five feet of 3/16" should be fine. Once you accomplish the clear flow and the flow is still to slow for you, install six feet of 3/16".
