There should be only one valve on the tank that should be open to allow gas to the regulator, if there is any other valves between the tank and regulator, they should be open. That should bring your high pressure guage up (if there is gas in your tank). There is a screw that comes out the front of the actual regulator for adjusting pressure to the keg. Turn this screw clockwise to increase pressure, and counter-clockwise to decrease pressure. There may be a jam-nut on the adjusting screw for locking it down when you get your desired pressure.
