Beer Pumps are not necessary but FOBs are recommended. Build the system restriction to 22 PSI and push the kegs with 22 PSIG. Use a gas blender @ 60% CO2 / 40% Nitrogren. If you are dispensing a stout beer such as Guinness, use a dual gas blender capable of supplying the above blend and 25% CO2 / 75% nitrogen for the stout. You will never have to worry about overcarbonation or much waste.

If you can give us some specifics, we can help you balance the system. Are you using a Kool Rite Tower? 5/16" I.D. product line in the conduit? Wall plate assembly in the walk in cooler? Please advise.
