Most of the Root Beer I've made has no head retention either but it tastes carbonated. That is very strange. If the liquid is too warm while carbonating it will not absorb into to solution and if the liquid is served too cold the co2 will stay in solution and look flat but you would be able to taste/feel it when you drink it. I'm stumped unless it is a bad regulator. Let me know how it turns out.
