Default Problems carbing a root beer.

Homemade root beer in a 5G corney keg. Been carbed at 30psi for 4 weeks now. I have a 20 feet 3/16" line on it. Air temp is 36 with pour temp at 41.

I get a nice thick creamy head when I pour. The head disappears in about 8 seconds and I am left with flat root beer. Somehow the CO2 is not staying in solution. Any ideas?

I can't imagine 30 psi is not enough.
