Default Regulator Acting Weird

Here is a question for you guys. I have an account where the beer was pouring foamy. It is a basic True kegerator setup with four kegs. I checked the temp and it was sitting at around 36. The pressure however was set at 17 or so. I told them that the beer was likely overcarbonated and reduced the pressure to 14psi. When I open the valve under the regulator the pressure drops to 10 psi. When I shut it, it goes back up to 14. What would cause this? I did a pressure test on the regulator and it passed. I also did one to the whole system and that passed as well. I figured there was a leak in system that might cause the the bad reading (as the thing couldn't catch up) but as I said, no leaks were detected. Also this is still happening after several days. Any ideas? Thanks.
